McCarthyism

In the 1950s in the United States, Senator Joe Mc Carthy began a campaign of "exposing all communists". Due to the prevailing politics regarding communism people were afraid to oppose Joe. As a result many people in the U.S. were accused of being communists, lives and careers were ruined, some people went to jail, some people died. It was essentially a witchhunt that caught up innocent with the guilty in order to provide statistics that enhanced (for a while) Senator Joe Mc Carthy's image.

Here's a question: Is there software or technological McCarthyism where the promotion or exploitation causes much more harm than good?
